Sean Cailteux
Sean is a dual degree student pursuing a J.D. and an M.A. in Eurasian, Russian, and East European Studies. At CERES, he is primarily interested in Russian history and politics, especially post-Soviet democratization efforts and Russian foreign policy. In Spring 2025, he presented his capstone project, “On a Throne of Bayonets: Institutional Failure and the 1993 Russian Constitutional Crisis,” which focuses on the key deficiencies in Russia’s formal political institutions of the time and why these institutional failures defeated attempts to democratize Russian politics.
Sean has taken courses on Russian and East European law, Russian foreign policy, European security, Russian and Ukrainian literature, Russian political economy, the history of fascism, and other subjects. While at Georgetown, he has held positions with the Atrocity Crimes Advisory Group for Ukraine, Center for International Private Enterprise, U.S. Department of State’s Bureau of Intelligence and Research, and the law firm WilmerHale. At Georgetown Law, Sean is a Global Law Scholar and Articles Editor of the Georgetown Journal of International Law. There, his academic work primarily focuses on international and comparative law, constitutional law, and civil rights litigation.
Sean is originally from St. Louis, Missouri and graduated with a B.A. in Economics and Russian, summa cum laude, from the University of South Carolina in 2021 as a Capstone Scholar and member of Phi Beta Kappa. He was a member of the Men’s Rugby Club and Russian Club and worked as a calculus tutor. He traveled to Russia four times (2017, 2018, 2019, 2022). Sean is fluent in Russian and proficient in Ukrainian.
